Citizen: The beneficiaries must hold permanent
residency in Assam.
Ø
Age Limit: The candidates should not be less than 18
years of age and not more than 45 years.
Ø
Educational Qualification: To be Eligible for this scheme,
beneficiaries must have a minimum Qualification of Passing Class 10th.
Ø
Skill Qualification: Beneficiaries should possess the necessary
skill and knowledge, such as those acquired through ITI or Diploma programs, to
engage in Income-Generating Activities.

Loan Default: Beneficiaries should not have a history of
loan default.
Ø
Government Service: Beneficiaries should not come from government
service holders or pensioner families.
Ø
Family: Only one member per family is eligible for this
scheme.
Ø
Employment Office: Beneficiaries must be registered with the
Employment Office before April 1, 2023 to be eligible.

Chief Minister Self-reliant Assam initiative aims to target 2 lakh eligible
beneficiaries in the next two years. The first phase will focus on assisting 1
lakh individuals during the financial year 2023-24, followed by assisting
another 1 lakh people in the financial year 2024-25. This ambitious vision

Financial Help
One

providing financial assistance to budding entrepreneurs. Eligible beneficiaries
will receive a combination of government grants and interest-free government
loans. This financial assistance is designed to enable the establishment of
micro enterprises or service units. Importantly, the loan component will be
repaid after a reasonable five-year period, giving entrepreneurs the
flexibility and support they need to get their businesses off the ground.
Skill Enhancement
To
ensure the success of the Chief Minister's Self-reliant Assam initiative, the
selected beneficiaries will have to undergo a one-month training programme.
Organized in collaboration with selected educational and skill training
institutes, this training will focus on enhancing critical skills such as
entrepreneurship, management and accounting. In recognition of their
commitment, the trainees will receive a stipend of ₹10,000 during the training
period. This investment in skills development is expected to empower the
beneficiaries with the necessary knowledge and expertise to run their
businesses efficiently.

well-structured plan. To streamline the process, a dedicated portal for
registration will be launched on 23 September 2023. This portal will serve as a
central hub for interested individuals to provide their details and ensure
eligibility for the program. Additionally, it will provide comprehensive
information on eligible activities, ensuring that potential entrepreneurs are
well-informed about the scope and requirements of the initiative.
